A humanoid with a raspy voice, always wears a long cloak and a deep hood. Careful inspection will result in characters noticing that the limbs don’t quite move right under the cloak and that occasionally scales can be seen poking out on exposed flesh. Works for the Expedition Corps as an official liaison to all guilds. Effectively the guild job board / drop off.
